Case study: Ascot Racecourse
Understanding business rates can be a headache but a no-nonsense approach by CVS resulted in a major cash saving for the world’s most famous racecourse.
With a history of horseracing spanning 300 years, Ascot Racecourse is arguably the world's most famous racecourse with a reputation built upon history, heritage, tradition, pageantry and world-class horseracing. Founded in 1711 by Queen Anne, more than 500,000 racegoers now attend one of Ascot’s 25 days of racing each year.
Ascot Racecourse was reopened on 20 June 2006 after a £200 million redevelopment. Following the redevelopment, the facility was assessed by the Valuation Office Agency (an executive agency of HM Revenue & Customs with responsibility for maintaining the business rating valuation lists for England and Wales) and a new rateable value of £3 million was set – three times more than the original (prior to the redevelopment) valuation.
CVS, experts in helping sports and leisure operators save money on their business rates, was instructed by Ascot Racecourse to challenge this increase. CVS Regional Surveyor, Philip Emerick, carried out a full and thorough survey of the racecourse and its facilities to calculate a fair rateable value. This included working closely with Ascot Racecourse to carry out a detailed examination of the accounts in order to establish an appropriate turnover-based rateable value and negotiating with the VOA on behalf of Ascot Racecourse.
“Every pound counts in the current economic climate and the money saved will be reinvested into the business – helping us to continue offering the race-going public an outstanding experience here at Ascot.”
As a result of this investigative work, CVS identified a number of legitimate discounts and lodge a successful appeal, securing a saving of £250k per annum in business rates over 4 years.
Explaining the CVS approach, Philip Emerick, CVS Regional Surveyor, said: “Sports and leisure facilities, such as Ascot Racecourse, need a bespoke approach to valuation and specialist expertise. CVS has a unique advantage having worked on many of the UK’s most prestigious venues and with a team of rating surveyors that is second to none. By focusing on delivering smart but no-nonsense advice, we are able to add value and help businesses in this sector to manage their cost base as efficiently and effectively as possible.”
Commenting on the outcome of the appeal, David Jeffery, Financial Controller for Ascot Racecourse, said: “Every pound counts in the current economic climate and the money saved will be reinvested into the business – helping us to continue offering the race-going public an outstanding experience here at Ascot.”
Case study: Quality Solicitors John Barkers
A business rates appeal can be a complicated and lengthy process but instructing a professional can save time and money, as one legal firm discovered.
Established in 1884, Quality Solicitors John Barkers is one of the oldest legal practices in Lincolnshire. During its long history, the firm has secured a reputation for professionalism, efficiency and excellent customer service. With offices in Grimsby, Louth, Cleethorpes and Mablethorpe, the partners employ some 60 staff.
Quality Solicitors John Barkers instructed CVS, a market leader specialising in business rates advice to legal and accountancy practices, to assess whether the business rates being charged on its Grimsby office were a fair reflection of the property’s value.
After carrying out a full site inspection, CVS identified a series of successful appeals lodged by adjacent properties. On the basis of these findings, CVS was able to secure a rates reduction – ultimately saving the firm £8,000.
“At CVS, we are very clear in our approach to valuations. The rateable value set by the Valuation Office Agency is either correct or inaccurate – and, if it is inaccurate, our job is to help secure our client a reduction on their rates by completing a successful appeal. Where our evidence demonstrates that the rateable value is inconsistent with properties in the surrounding area or does not properly take account of a building’s particular circumstances, we will aggressively pursue refunds on our client’s behalf.”
Following this solid result, CVS is now assessing the firm’s offices in Louth, Cleethorpes and Mablethorpe to see if further savings are available.
As Harry Pitt, CVS Surveyor explains: “At CVS, we are very clear in our approach to valuations.
Commenting on CVS, James Needley, Senior Partner at Quality Solicitors John Barkers, said: “CVS scored a good result for our Grimsby office. Every penny counts in the current market and saving money wherever possible allows us to remain competitive in a tough market.”
Testimonial: Weatherbys Bank
"CVS worked for Weatherby’s Bank on appealing our business rates. Their efficient and professional service was tailored to provide the best solution for our needs. They had the insight and confidence required to make the right decisions, and achieved a reduction in our rates liability amounting to around £16,000 over the last 5 Years. I would not hesitate to use them again in the future."
Adrian McGlynn (Company Secretary)
Testimonial: Motor Parts Direct
"My working relationship with CVS has been developing over the last 10 years, in which I have entrusted them for 34 of our sites for both rent reviews and rating appeals. Their multi service expertise has been drastic reductions across the board with savings over £400,000. On one occasion the landlord agents demanded a rental of £74,000 per annum and CVS agreed it at £49,000 per annum, marking a 5 year saving of £120,000 for one site alone. Although not all of the sites have yet been concluded, I am sure that the proficiency shown in the reductions already acquired, that there will be more to come. CVS have taken what are time consuming and complex processes and turned it into money the company would not have otherwise had. This coupled with the attentiveness and the friendliness of the staff, means that our relationship continues to be healthy."
Mr Mukesh Shah (Managing Director)
Testimonial: Charters Group
"We have been working with CVS for the last 10 years and have a great working relationship with them. They have acted on our behalf appealing our business rates, rent reviews and lease renewals on 15 of our car showroom sites saving our business around £250,000 and very successfully I might add. The car industry has been hit hard in recent times due to the recession therefore the savings CVS have been able to identify has enabled more funds to be made available for the continued growth of our business. The service received from them, in addition to being professional, has been very supportive and appreciative of the nature of our business making the whole service completely hassle free. I would have no issue recommending CVS to others."
David Manchester (Managing Director)
Testimonial: Safety Kleen
"I instructed CVS to manage our business rates appeal on the 2005 Rating List. From initial instruction to the successful conclusion of the case the service was friendly and the comprehensive knowledge of the surveyor was instrumental in gaining us a rateable value reduction of £98,500. This reduction eventually equated to a saving over £216,700 over 5 years; money which we would have never received if CVS had not approached me and offered their service. I am extremely pleased with the outcome of the appeal and would consequently not hesitate to recommend their service to any other company looking to reduce their overheads."
Phil Wicks (Facility Maintenance and Development Manager)
Testimonial: Unicom
"CVS have been dealing with our complete property portfolio for over 10 years. During this period they negotiated savings and mitigated liabilities in areas we didn’t realise were contestable. Their successful business rate appeals have reaped the benefits of substantial 5 year rebates, with success stories where we had previously been advised by other agents it was a pointless exercise. These unexpected windfalls have allowed us to reinvest into the business and have enhanced our growth on a national scale. What’s more, CVS didn’t charge us a penny for the assessments that were withdrawn. We will definitely be going back to them for advice on all our property matters in the future. It is refreshing to see a professionally driven, commercially astute approach, which bears true results."
Chris Earle (Operations Manger)
Testimonial: Inviron
"Inviron have used CVS’ services exclusively for at least four years, challenging the rates we pay on our properties throughout England and Scotland and I would estimate that we have saved several thousands of pounds. I have always found them to be helpful, easy to deal with and professional in their approach. In particular, their fee structure means that we have nothing to lose and everything to gain and we shall continue to use CVS."
Robert Varney (Commercial and Legal Director)
Testimonial: Spira Projects
"We instructed CVS to appeal our business rates on the 2005 Rating List as this outlay was one of our significant overhead costs. Prior to the appeal, our rateable value was set at £65,500, however by scrutinising the surrounding properties CVS managed to reduce this figure to £48,250. The money we received back from the rating appeal, net of the charges made by CVS, has been very beneficial to the company and we have invested it in other areas of the business. CVS have been thoroughly helpful and professional from the outset."
